You just register, name address etc...and then list the bank that you wish to use for transfers, so this person would have to do it themself. Once registered, Paypal sends two separate deposits of small amounts of money to your bank account, (about ten cents and fifteen cents) to verify your account. Once it is verified you are good to go.
