I practiced most of the procedures in Photoshop with the raws from 481, and I compared it to the scanlations I downloaded. I understand pretty much what is needed to do.I'm just wondering...when does the editor receive the raws? Tuesday? Or the weekend?

I'm not really able to do the job, but as advice to help you find someone who can, perhaps you should post a couple of in-progress pages to really show what it is you need. The article wasn't really that clear about what steps need to be taken. If you put up even just a before and after it would really help potential editors to see what they're getting into.
